In todays latest UNEB News – Uganda National Examinations Board (UNEB) has given update on the Guidelines for Registration of 2025 PLE Candidates. Normal Registration began on 1st April and ends on 31 May 2025. The PLE registration fee per candidate is 34,00O/ (Thirty-four thousand shillings only).
Late Registration will begin on 01 June and end on 30th July 2025. Late
registration for all candidates will attract 100% surcharge.
A. GUIDELINES FOR REGISTRATION OF 2025 PLE CANDIDATES
1. Normal Registration will begin on 1st April and end on 31st May 2025,
2. The PLE registration fee per candidate is shs 34,000/= (Thirty-four thousand shillings only).
3. Late Registration will begin on 1st June and end on 30th July 2025. Late registration for all candidates will attract 100% surcharge.
4. The government will continue to pay the PLE registration fees for the UPE candidates and the Centres will remit funds for Non UPE candidates directly to the UNEB Account in Centenary or Stanbic Bank after generating an invoice from the UNEB e-Registration Portal.
N.B The invoice is generated after uploading registration data on the school Portal.
5. A single bill will be generated for any submitted number of candidates and will include:
- Registration fees for private candidates
- Amendment fee (where applicable)
Undeclared Private candidates’ fees (where applicable)
6. Each invoice must be paid individually as soon as data is uploaded. UPE candidates should be uploaded as soon as registration starts to avoid surcharges. There is no reason why registration of UPE candidates should be delayed since schools do not pay their registration fees directly.
7. All schools are advised to fully settle outstanding obligations with UNEB before the start of 2025 PLE registration. No results will be issued without clearing all the outstanding fees.

8. Any centre discovered to have Non-UPE candidates registered as UPE will have flouted the Ministry of Education and Sports guidelines on who qualifies to be a government sponsored candidate. Such a centre shall be charged registration, surcharge and amendment fee. The Board will take further punitive measures against headteachers in those examination centres as shall be determined from time to time.
9.Amendment of data:
Any change to already registered and submitted data of candidates’ gender, day and month of birth shall attract a fee of 50,000= per amendment.
No amendment can be done on index numbers, choices and funding code of Non UPE to UPE.
Centres are given up to 31st May 2025 to handle any amendments without any charge. Any amendment after this date will attract an amendment fee.
10. The Board will use Standard Digital passport photos taken at the time of preparing registration information of 2025 PLE candidates. Do not register candidates without passport photographs.
11. A Chief Administrative Officer’s/Town Clerk/Executive Director’s declaration of the total number of UPE and Non UPE candidates for this year should be presented to the Board during registration of candidates. UPE and Non UPE candidate totals should correspond with those submitted by individual schools altogether. The declaration must be made irrespective of whether their candidates fall in only one category or both. Note that all primary school centres with candidates have to fill declaration forms for UPE and Non UPE candidates and should be submitted to the Board through DIS/CIS/MIS.
The DIS/MIS/CIS should forward the total number of candidates for PLE 2025 to the DEO/MEO/Director of Education for confirmation, which is then submitted to the CAO/Town Clerk/Executive Director for declaration to the Board.
12. Where UPE candidates share a centre with Non UPE candidates, it is only UPE candidates who should benefit from the government funds, Non UPE candidates should pay the PLE registration fees. Any person who will not comply with this will face tough measures which will include but not limited to the refund of the government funds as shall be determined by the Board.
13. Headteachers are warned against inflating the number of candidates by way of registering “ghost” candidates. This is an act of dishonesty and is strongly condemned. It is also criminal for any officer to hide Non UPE candidates within UPE candidates.
14. Examination centre numbers are given to private and Government/community schools by UNEB following the allocated EMIS Number by the MOES. For both Government and Private schools which require examination centre numbers, headteachers will be required to make an on-line application. Apply through the UNEB e-services portal, that is, https://eservices.uneb.ac.ug then select centre validation. Schools which have not been granted centre numbers should be advised to register their candidates with those that have centre numbers.
15. Any pupil who has spent more than one term in a Post Primary Institution or Secondary School is not eligible to register for PLE.
16. The Board will provide information to DIS/MIS/CIS, headteachers, district officials and other relevant school authorities on how to register candidates electronically. This information will be posted on school portals. Headteachers are advised to embrace the digital platform. It has been observed that examination centres which do not follow proper registration procedures cause pupils
to miss their results.
17. Headteachers of schools without centre numbers or with centre numbers but fail to raise the minimum number of candidates (15) and therefore, have to register their candidates at other centres must seek permission from the Executive Director, UNEB using the form provided (appendix 1) The forms should be brought to the Board during registration period. The practice of headteachers transferring their candidates and registering them in other districts is ILLEGAL
18. Headteachers of schools with Special Needs Education candidates should write to the Board explaining the nature of disability of the concerned candidate(s). They should attach a photograph and a medical report of a candidate and also provide a sketch map of the location of the school to ease verification of the candidates. Special needs candidates must be captured on data sent via the Portal.
19. A computerized print where the DIS/MIS/CIS will show a summary of registration of candidates for a district has been provided. The DIS/MIS/CIS is required to fill the information and return it to the Board, Room 25 at Ntinda together with the soft copy and hard copy of the sitting centres of the schools in the district or send it electronically on eReg Primary.ac.ug.
20. The DIS/MIS/CIS should bring to the Board all proper documents for registration, i.e., declaration forms, list of candidates, evidence of payment for Non UPE registration fees, a summary of entries.
Note that, it is the mandate of the headteacher to register candidates. DIS/MIS/CIS should only offer a supervisory role.
B. GENERAL INFORMATION
1. Choices to Secondary and Technical Institutions
Candidates’ choices to Secondary and Technical institutions for 2025 will continue to be made using Selection Codes indicated in the Information Guides 2017 Edition sent to all schools in your district by the Ministry of Education and Sports. Schools that will not follow these guides in the making of candidates’ choices will be held responsible for candidates’ failure to be admitted to secondary schools of their choices.
2. Signatures
It is criminal for any person to sign for a candidate. Teachers or candidates signing for others who are not present during registration is not permitted.
3. New PLE Examinations Centre Numbers
Validation Phase I exercise ended in March 2025. A second phase (Phase II) will start in April 2025. All applications for centre validation are online. (eservices.uneb.ac.ug)
4. Identity cards for PLE candidates
All candidates who will sit PLE must be provided with Identity Cards which should be kept well for future reference.
5.Emphasis should be made to candidates that the Board will continue to use random numbers at PLE. This will mean that the candidates will not write the school name or EMIS number on their scripts, instead they will use the random numbers provided.
