The Electoral Commission will roll out a Biometric Voter Verification System during the 2026 elections to support accurate voter verification at polling stations. Each polling station will receive a Biometric Voter Verification Kit, and these kits need trained personnel who understand their functions, maintenance and basic troubleshooting. The Commission wants to strengthen election operations, improve accuracy in voter verification and reduce errors at polling stations, so it needs a large team of trainers who can prepare field staff across all districts.
To reach this goal, the Commission is inviting applications from individuals with the right technical skills, strong work habits and a positive attitude toward public service. Applicants must attach copies of academic certificates, a National Identity Card, a detailed CV with two referees, daytime phone contacts and two passport photos. These documents help the Commission confirm identity and review each applicant’s background during shortlisting.
A shortlist of applicants who qualify for interviews will be displayed at district offices under the District Election Administrators and Returning Officers. These offices will indicate interview dates and venues.

BVVK OPERATOR MAIN ROLE AND SUPERVISION:
The Electoral Commission is hiring BVVK Operators over a total of 4 election rounds
to support verification of voters during this period. One BVVK Operator shall be
deployed per polling station under the direct supervision of the Presiding Officer, and
working within policies and procedures of Electoral Commission. They are mainly
responsible for operating the BVVKs, verification of voters and verification of ballots.

BVVK OPERATOR SPECIFIC DUTIES AND RESPONSIBILITIES:
1. Make sure that the designated polling station has received two BVVKs.
2. Ensure that both the BVVKs are fully charged and ready to be used at the polling station.
3. Make sure the BVVKs are securely stored when not in use and that unauthorized personnel do not have access to the kits.
4. Support the opening and closing activities of the polling station.
5. Verify voters.
6. Scan ballots before issuing the voters and before counting.
7. Scan Declaration of Results Form onto the BVVK before sealing into tamperproof envelopes.
8. Scan the Accountability of Ballot Papers form after polling
9. Comply with data integrity and security policies.

TIMELINE:
BVVK Operators will be engaged and deployed in the field as necessary based on the
design of the 2025/2026 General Elections.
EXPECTED OUTPUTS AND DELIVERABLES:
Each BVVK Operator will be required to verify all the voters who turn up at the assigned
polling station and verify the casted ballots as well.
REPORTING:
The BVVK Operator shall report to the Presiding Officer
QUALIFICATION, COMPETENCES, EXPERIENCE AND CONDITIONS
1. At least an advanced ‘A’ level certificate from a recognised institution.
2. Knowledge and experience of operating a smart device that runs android
operating system is added advantage.
3. Must be a registered voter in the district of choice.
4. Must provide a mobile phone number registered in his or her names.
MODE OF APPLICATION
Typed applications with comprehensively typed CVs showing the applicant’s contact
address with day time telephone numbers registered in the applicants’ names,
addresses and day time telephone numbers of three referees, copies of certified
academic transcripts and certificates plus a copy of National Identification Card should
be addressed and hand-delivered to the respective District Election Administrator. (Deadline extended to Friday, 27th November 2025)
