1.Executive Personal Assistant: Description

POSITION OBJECTIVE

To provide high-quality, proactive, responsive administrative and secretarial support to the Chief Information Officer (CIO) as well as liaison support for the Executive Leadership team and other key stakeholders.

MINIMUM REQUIREMENTS

  • A Senior Certificate (Grade 12).
  • An administrative qualification at an NQF level 6.
  • At least five years of relevant personal assistant experience at an executive level.

ADVANTAGEOUS

  • Completed or studying towards a Chartered Secretary qualification.
  • High degree of professionalism in dealing with diverse groups of people including CEOs, Board
  • Members, Senior Executives, staff, community leaders and government stakeholders.

WORKPLACE COMPETENCIES

  • Excellent written and verbal communication skills
  • Ability to achieve thoroughness and accuracy when accomplishing a task.
  • A high level of computer proficiency is required in MS Word, Excel and PowerPoint.
  • Excellent time management and organisational skills.
  • Ability to stay focused on different tasks, and use your time, effectively and efficiently to achieve the desired outcome.
  • Demostrate the ability to organise different elements of a complex body or activity to enable them to work together effectively.

KEY RESPONSIBILITIES

Executive Support

  • Work closely and effectively with the CIO to keep him/her well informed of upcoming commitments and responsibilities, following up proactively and appropriately.
  • Act as the conduit between the CIO and internal/ external stakeholders.
  • Ensure professionalism, privacy and high confidentiality in handling all matters in the CIO’s office.
  • Serve as the primary point of contact for internal/ external stakeholders on all matters pertaining to the CIO, including those of highly confidential and critical nature.
  • Prioritise and determine appropriate course of action, referral, and responses, exercising judgment to reflect CIO’s style and SANRAL policy.

Administration and Office Management

  • Proactively support the CIO of the ICT and COC divisions with matters within their scope of work.
  • Responsible for filing and documentation management for the CIO and the respective function as required.
  • Process incoming documents by prioritisation and distribute to the relevant party accordingly (e.g. memorandums, claims, authorisations) amongst other related responsibilities for the CIO and the division.
  • Type and draft correspondences such as memo’s and letters amongst others when required.
  • Ensure timely and quality submissions of reports to the Office of the CEO/Board Committees.
  • Complete a broad variety of administrative tasks that facilitate the CIO’s ability to effectively lead the department, including: assisting with special projects; designing and producing complex documents, reports and presentations; collating and preparing information for meetings with Management, staff and external stakeholders; composing and preparing correspondence.

Co-ordination

  • Coordinate all travel requirements within the respective function.
  • Coordinate and maintain calendar and schedule of the CIO regarding meetings, deadlines, reports and other duties within respective function, in correspondence with other functions and external stakeholders.
  • Prioritise inquiries and requests, while trouble shooting conflicts; make judgments and recommendations to ensure smooth day-to-day engagements.
  • Coordinate the timely submission of reports to relevant structures for the CIO and division.
  • Coordinate activities between functional leadership and direct reports.
  • Coordinate facilities-related requirements for the team i.e. arrangement of laptops, access cards, etc.

Meetings

  • Compile meeting agendas in collaboration with the respective chairperson of the meeting, CIO and division.
  • Organise internal and external meetings on behalf of the CIO, ensuring all requirements are made e.g., meeting venue, presentations, etc.
  • Responsible for accurate and complete minute-taking and timely distribution thereof, including management of action points.

Compliance and Stakeholder Liaison

  • Ensure compliance of submission dates to relevant structures.
  • Ensure liaison of respective function with other functions within SANRAL as well as external stakeholders.
  • Attend to general enquires from external stakeholders within the respective function.

2. Senior Manager:  Description

POSITION OBJECTIVE:

To provide leadership and direction in the areas of Localisation and Broad Base Black Economic Empowerment (B-BBEE) with the objective of ensuring fair, equitable, transparent, and cost-effective procurement, which complies with all laws and regulations.

MINIMUM REQUIREMENTS:

  • NQF Level 7 in Supply Chain Management, Procurement, Logistics, Engineering, Commerce, Business or Public Management.
  • 8 Years relevant experience (localization and BBBEE) in Supply Chain Management department(s), of which three (3) years must be in management.
    (Where applicable, a candidate must produce an official SAQA evaluation confirmation of their international qualification.)

TECHNICAL COMPETENCIES:

  • Knowledge and understanding of the regulatory environment and legislation governing B-BBEE and supporting elements with focus on Enterprise and Supplier Development (ESD), which drives Transformation in the supplier base
  • In-depth knowledge and understanding of the Standard for Infrastructure Procurement and Delivery Management (SIPDM) and Framework for Infrastructure Procurement and Delivery Management
  • Technical knowledge of the regulatory environment and the applicable legislation governing public procurement, transformation and supplier development in South Africa.
    Knowledge and understanding of the construction and infrastructure sector regulations and ways of working across the construction contractors, CIDB and other industry bodies.
  • Industry knowledge in terms of broad industry dynamics to engage, encourage, advise, or influence stakeholders and partners on recommended best practices for improved procurement outcome.

KEY RESPONSIBILITIES:

  • Demonstrate strong leadership qualities to advise and engage line function partners to comply and align to procurement best practices
  • Establish procurements strategies and methods to facilitate sector specific transformation strategies
  • Develop Inclusive procurement strategies
  • Provide leadership to Inclusive Procurement and host community initiative implementation through effective screening, validation, risk identification and contractual requirement input
  • SCM / Procurement advisory and stakeholder management

Provide expert, authoritative advice to key stakeholders on all aspects of procurement strategy and practice to inform business planning and action, encourage innovative approaches and enhance value through improved procurement efficiency and outcomes
Develop a strong relationship with internal and external auditors to adequately respond to findings and institute remedial action where appropriate
Developing and maintaining appropriate relationships with legislative authorities, voluntary associations, forums, and other organs of state to share and implement best practices
The Incumbent will also be responsible for Performance Management & People Management which includes:

Develop and manage performance-based scorecards to manage and ensure continuous improvement of the SCM value chain.
Establish key performance indicators and qualitative and quantitative metrics to capture, report and evaluate the benefit and performance of all procurement activity and lead improvement planning and implementation in consultation with key stakeholders and suppliers.
Provide functional/technical support, advice and guidance and assist in the transfer of skills to the SCM staff.

  • Establish and lead an organisation wide supply chain management governance and risk management framework to monitor, manage and drive procurement performance through impact analysis, ensure compliance with relevant legislative and policy, manage risks and realise business opportunities
  • Develop reports on SCM and procurement performance and remedial action plans for internal and external stakeholders
  • Professionalise the SCM Framework through adequate training and skills development programs
  • Collaborate with the Company Representative to ensure full compliance with the Contractor Performance Management policy & procedures
  • Ensure personal and team compliance to the procurement policy, procedures and methods and proactively provide continuous improvement feedback to the relevant teams.
  • Responsible for asset performance tracking against regulatory targets.
