Rwanda Higher Education Council (HEC) Invites Applications for 2026 Commonwealth Scholarships to the UK. The Higher Education Council (HEC) wishes to inform the public that the Commonwealth Scholarship Commission (CSC) in the United Kingdom has requested Rwanda to nominate 16 candidates for PhD studies and 14 candidates for Master’s studies for scholarships tenable from September/October 2026.
The nomination does not in any way guarantee selection or placement by CSC. Details of the scholarships are available on CSC website: cscuk.fcdo.gov.uk/about-us/scholarships.
The applicants are requested to choose only one of the six (6) development themes:
Science and Technology for Development,
Strengthening Health Systems and Capacity,
Promoting Global Prosperity,
Strengthening Global Peace, Security and Governance,
Strengthening Resilience and Response to Crises,
Access, Inclusion and Opportunity.

Interested candidates should submit all the following application documents:
Application letter addressed to the Director General of HEC clearly indicating the course applied for, admission status (admitted or not), University name (for admitted applicants), Employer and position and any other information to support the application
ID or a valid passport
Curriculum Vitae
Employer recommendation letter
Original-notified degree and transcripts for the previous level of education
Recommendation letters from the academic staff from the University where the candidate accomplished previous studies.

Please note:
The above mentioned Rwanda Higher Education Council (HEC) 2026 Commonwealth scholarship application documents will be submitted online to HEC MIS.
Only the application with complete documents will be accepted.
Candidates applying for Masters should possess Bachelor’s degree of at least 2[nd] Class Upper Division or equivalent in related field, where as PhD applicants should possess at least 70%.
Candidates are requested to submit quality proposal describing the development impact in the home country. Submission of personal statement will give additional content.
The interested candidates are also requested to submit their application form via the CSC’s online application system
Only applications submitted on both portals (CSC and HECMIS) will be reviewed.
The online application through HECMIS is open from 15/08/2025 to 30/09/2025.
The online application through CSC is open from 02/09/2025 to 14/10/2025.
