Applications are now open for the Higher education council (HEC) Rwanda Student Loans 2025 for University of Rwanda and Rwanda Polytechnic
The leadership of the Higher Education Council in Rwanda hereby notifies students who have been granted admission to study at the College of Science and Technology (Rwanda Polytechnic – Bachelor of Technology) and at the University of Rwanda (University of Rwanda) for the 2025 academic year of the following:
Loan applications will be accepted from September 6, 2025, until September 15, 2025.
After these dates, no loan applications will be accepted.
Any applicant for a loan must have already secured an admission slot at Rwanda Polytechnic (Bachelor of Technology) or at the University of Rwanda (University of Rwanda).
Loan applications must be submitted using the following online internet link:

The loan applicant must fill out all required information accurately. Incomplete or inaccurately filled applications will not be processed.
Only students who completed secondary school in 2024 or were granted an equivalence certificate by NESA confirming completion in 2024 for studies abroad or who completed programs abroad, as well as those offered slots in the Bachelor of Technology program at Rwanda Polytechnic, are eligible to apply for loans.
Applicants with an equivalence certificate are required to accurately fill in their details, including their national ID number, equivalence number (where index number is entered), and all other requested information.
Students who have already been offered slots at the University of Rwanda (University of Rwanda) and who have ordinarily been offered slots and loans at Rwanda Polytechnic are not eligible to apply for loans.
