Call for Application – Gauteng CTLF Sector Development Programme 2025 for Youths. The Gauteng Department of Economic Development is implementing a Clothing, Textile, Leather, and Footwear (CTLF) Sector Development Programme. This initiative aims to empower youth residing in the City of Tshwane by equipping them with essential technical skills for the CTLF sector to prepare them for career opportunities in this dynamic industry.
PROGRAMME DESCRIPTION
The following are the key objectives of the programme:
- To train unemployed youth by equipping them with essential technical and vocational skills relevant to the Clothing, Textile, Leather, and Footwear (CTLF) sector.
- To provide hands-on, industry-relevant training that meets the needs of the CTLF sector, including skills in garment manufacturing, textile processing, leather goods production, and footwear design and production.
- To facilitate job placement for trained participants by collaborating with industry partners, ensuring that youth are not only trained but also have access to employment opportunities in the CTLF sector.
- To empower unemployed youth with the skills, confidence, and network to successfully enter and thrive in the CTLF industry to provide long-term career prospects.
- Obtainable Qualification: National Certificate in Clothing, Textile, Footwear, and Leather Manufacturing Processes Level 2, SAQA ID 58227.

Recruitment Criteria for Clothing, Textile, Leather, and Footwear Sector Development Programme
- Beneficiaries must be between the ages of 18 and 35.
- Beneficiaries must be residents of City of Tshwane and must be able to commute to the training location for the duration of the programme.
- Beneficiaries should have at least a Grade 10 education. Preference will be given to
- Beneficiaries who have completed their Matric (Grade 12).
- Beneficiaries must be currently unemployed.
- Beneficiaries should demonstrate a genuine interest in pursuing a career in the Clothing, Textile, Leather, and Footwear (CTLF) sector.
- Beneficiaries must be able to commit to the full duration of the training programme (approximately 12 months).
- A strong interest in learning technical skills such as garment manufacturing, leather goods production, textile processing, and footwear design.
- All interested beneficiaries must complete the application form.
