The Higher Education Council (HEC) Rwanda announces that applications for study loans for the January 2026 intake are now open. Eligible candidates can apply from 7th November to 7th December 2025 through the HEC online portal.
These loans support studies in priority national fields and are subject to availability of government funding. HEC Rwanda Government Study Loan January 2026 Intake Applicants must provide academic records, study plans, financial requirements, and supporting documents as outlined by HEC.

Interested candidates should submit the following documents:
- Application letter addressed to the Director General of HEC clearly explaining the following:
Starting and ending date (duration of study)
Academic performance in previous level evidenced by the degree/transcripts indicating attained marks in grades (first class, upper class upper/lower division, satisfaction, …) and percentage (83%, 75%, ….)
Course to study/studying, University to attend/attending, country of study and mode of study (fulltime, part-time, online, …)
Amount applied for with specification on required fees for tuition fees, living allowances, research fees, medical insurance, …
- A copy of National ID
- Summarized Curriculum Vitae
- Original-notified certificate and transcripts
- Recommendation letter from the employer for the employed applicants and any other recommendation to support the application of the candidates who are not employed.
- Personal statement
