Malawi HESLGB to Contact Students About Incomplete 2025/26 Loan Applications.Higher Education Students Loans and Grants Board (HESLGB) has noted that some applicants did not submit mandatory documents when applying for the 2025/26 loans.
To prevent outright failing applicants, HESLGB is offering a last chance opportunity to students who have submitted inadequate documentation to upload the missing documents or correct the improperly uploaded ones.
As such, some students will be contacted by telephone regarding missing documents, which
may include the following:
1. Guarantor Consent Form
2. Bank Deposit Slip
3. Guarantor’s National ID
4. Applicant’s National ID
The HESLGB officer making the call will properly introduce themselves and give clear instructions on how to upload any missing documents.

Regarding application fee, only deposit slips showing deposits made between 1st April and 30th May, 2025 will be accepted.

REPORT ON STUDENTS’ LOAN RECOVERY FOR THE 2024 /2025 FINANCIAL YEAR
1.0 INTRODUCTION
The Higher Education Students’ Loans and Grants Board (HESLGB) is pleased to inform the general public that it has achieved a record high loan recovery of MK1.24 billion during the 2024/2025 financial year.
This indicates an increase of 65% in the annual recoveries compared to the 2023/2024 financial year, during which MK748.6 million was recovered. The Board has recorded its highest loan recovery since its establishment.
SUMMARY OF RECOVERY TRENDS FROM 2015
HESLGB acknowledges the collaboration and support it receives from former beneficiaries and employers who have played a vital role in facilitating student loan repayments.
The chart below illustrates loan recovery trends from 2015, when HESLGB was established, to the 2024/2025 financial year. The data indicates significant growth in recovery amounts, particularly in the most recent financial years.
HESLGB wishes to remind all employers of their obligations to support student loan repayment in accordance with the HESLGB Act 2015, Section 29, which stipulates the legal duties, including:
To demand that every employee disclose whether they have a loan at the recruitment stage;
Notify HESLGB within thirty days of employing a graduate employee who is a former student loan beneficiary.
To ensure the employee coordinates with the employer regarding the monthly deductions and remittance of repayment instalments to HESLGB.
To inform the Board in writing of an employee’s position, rank, or salary, as well as any changes regarding a former student loan beneficiary.
To pay the Board every deduction made from a loan beneficiary’s salary within 15 days after the end of each month.
Failure to provide information to HESLGB and delays in the remittance of recovered loans shall result in the following penalties as stipulated in Section 30 of the HESLGB Act.
An employer who fails, without reasonable cause, to notify HESLGB that he has a loan beneficiary in his employment after being made aware of such a fact, within the period specified under section 29, commits an offence and shall, on conviction, be liable to a fine of MK1,000,000.00
An employer who fails to deduct, or who, after having deducted a loan repayment from a loan beneficiary, fails to pay that deduction to HESLGB within the period specified under section 29, shall be liable to pay a sum equal to ten percent of the total amount of the monthly repayment for each month or part of a month that the repayment remains unpaid.
2.0 CALL FOR LOAN REPAYMENT
HESLGB calls upon all former beneficiaries of the students’ loan scheme to note that it is their civic responsibility and, as such, they should take active measures to honour their obligation by repaying their loans, as stipulated under Sections 27 and 28 of the HESLGB Act. A former loan beneficiary is required to inquire about their loan status and balance by including the following information in their inquiry;
Full name (including maiden name for women)
Name of university or college
Years of entering and leaving college
